A presentation by Richard C. Harwood, founder of the Harwood Institute and author of Civic Virus: Why Polarization Is a Misdiagnosis. In this report, Harwood concludes that people are deeply frustrated by the rise of partisanship and division but do not feel antagonistic toward their fellow citizens. Harwood will discuss how this conclusion provides an opportunity for government and  community leaders to engage with citizens to find ways to come up with innovative solutions for the challenges we face.
